The bar works on two mechanisms at once: what is seen first and what is running out.
A message placed at the very top sticks in the memory most strongly and affects how customers read the rest of the page. It can’t be scrolled past, because it appears before everything else.
A countdown to the end of a promotion adds a second element. Seeing time running out shifts the decision from „maybe later” to „now”, which shows in the number of orders completed in the last hours of a campaign.
Practical applications
You launch a free shipping until midnight campaign and switch on a visible timer so customers know how much time is left.
You show a discount code only on the cart page, where it has a direct influence on the decision.
